The Constitution of 1868, also referred to as the Reconstruction or Radical Constitution of 1868, was revised and amended by the Constitutional Convention on 1867 Nov. 5 and ratified in 1868. The document consists of a Preamble; Article I: Declaration of Rights; Article II: State and County Boundaries; Article III: Distribution of Powers of Government; Article IV: Legislative Department; Article V: Executive Department; Article VI: Judicial Department; Article VII: Elections; Article VIII: Representation; Article IX: Taxation; Article X: Militia; Article XI: Education; Article XII: Industrial Resources (established the Bureau of Industrial Resources and a Commissioner of Industrial Resources); Article XIII: Corporations; Article XIV: Exempted Property; Article XV: Oath of Office (oath declaring the support and defense of the Constitution of the U.S.); and Article XVI: Amendments to the Constitution. The document is approximately thirty-three feet and six inches in length and eighteen inches in width. It consists of twenty-one sheets of parchment, each glued to the one below it. The last sheet includes the signatures of Elijah Wolsey Peck, president of the convention, Robert Barber, secretary of the convention, and of sixty-five of the convention delegates.
